This guideline at Google Webmaster Guidelines address webmasters create websites with clear hierarchy and text links… This may be to ensure websites are made friendly to its programs. Google and important search engine try provide high quality search results to their visitors and without accurately understanding why a particular page was linked etc, how can they rank pages? So we assume Google specified this guideline keeping in mind the same.
Clear hierarchy
Google Webmaster Guideline asks website owners create website with clear hierarchy. An example of that would be if website is about Cars, the pages linked from home page could be about Types of Cars, Car Parts etc.
Text links
Website owners need create website with clear text links. HTML allows create links both over images and texts. But then guideline from Google has emphasized using text for links, this may be because using image links will cause hurdles to non-human-search-bots when understanding what the link is about.
Page should be reachable from at least one static text link.
As emphasized since using image links cause hurdles when understanding what they were about, Google has perhaps categorically specified it needs at least one static text link to each page in the website.
SEO point of view
From an SEO point of view we assume this is an important guideline. Without understanding what intended links and pages are about why should any search engine rank or list pages for their intended queries?
